Does filing late pay?
Since 1 July 2026 a person who files a tax return late pays a surcharge of Rs 25,000 to join the Active Taxpayer List. Being on the list cuts the tax on a prize from 30% to 15%, a saving of 15% of the prize.
So the saving covers the surcharge only when 15% of the prize is more than Rs 25,000: a prize above Rs 25,000 divided by 0.15, which is about Rs 166,667. Below that, filing late for this prize alone costs more than it saves. The cost of preparing the return is extra.
On 6 October 2026 FBR published a draft rule that would let a late filer give an undertaking (no property purchase for six months) instead of paying the surcharge. It is a draft and not in force.
